Two thoughts;
1) Somebody made a new photo and glued it onto an old cabinet card in trying to pull one over on somebody. 2) Someone in the past had a real Old Judge cabinet and either because the backing was in bad shape or because they didn't want the tobacco advertising, they removed the photo from the backing and glued it onto another cabinet card.
