You e-mail to get put on the pre-approved buyers list, and don't get any responses. But, when the auction is closed, the seller/scammer e-mails you and says, "gee, I'm sorry, I didn't get your e-mail until after the auction was over, but if you'd like to buy it outside of ebay, just send me a check for $X." The seller/scammer does this with every person who asks to be put on the pre-approved buyers list, and if he scams just one person he gets a nice little sum of cash. If he scams a hundred people, he can retire to the Caribean. The idea is to used ebay to scam people without leaving a record of such on ebay -- so ebay won't be able to come after them, you'll be forced to do it yourself.
