My limited experience hasn't worked out. I have only soaked post-war cards, and all the tape/glue has not been water soluble. Still, it most definitely did not hurt to try.

Well, in my case 1956 and 1957 Topps were removed from a scrapbook by pulling the thick masking tape loose from the scrapbook cardboard. The cards were given to me like that. I tried the soak procedure, and the tape did loosen and separate from the cards, but the card surface under the tape came off the cards as well, effectively ruining the cards. But I guess they look better without the thick brown tape.
