In the case of OFFICIAL topps releases (no weird off sets) I think from rookie to last official release I believe it's Frank Robinson.

1957 topps rookie to manager card in 2005 topps so 48 years.
I'm not sure about modern cards either, but a friend told me about that one of Frank. Also, Not sure about Tony but that could be if he has a recent release.
Just to add a little more to Frank's legend here is his 2006 Topps manager card.
