The mail in offer was also around in some form in Mass.
It led to some stuff going on. It was intended to let people complete sets without having to buy hundreds of packs. (weird business choice) Instead what got ordered was the stars and rookies or near rookies. And it turn, Topps produced special sheets to make the cards that had multiples of the same player grouped together unlike a regular sheet with only one of each player. I saw one of the sheets, couldn't afford it, and eventually ended up buying a piece when it was broken up into mostly strips of three.
