My thoughts exactly. Maybe he was waiting for an order to print them?

My research shows that the ad I posted was the ONLY ad for the postcards from Billie Jones. It appears the postcards were sold through the mail via a PO box. So maybe he didn't get many orders.

I can find ZERO about any "Billie Jones" who was a photographer anywhere near Indiana. Very strange. Awesomely weird photos though.
