To me it looks like a missed marking.
And it also appears to be an arrow indicating the direction of swivel in Babe's swing. Brian |

If you zoom into the fence, back right, looks like some light pencil marks there too. Also a light line left fence, and one to the left of his feet. All very subtle, none are distracting.
