There is a Wyoming County in New York just east of Buffalo, and there is a town named Wyoming in that county.

Agreeing with bgar on the military look of the mascot -- plus the western style hat on the guy at center rear.
We'd expect the caption to read "Wyoming County," not just "Wyoming," if it wasn't referring to the state.

The mascot is wearing kepi which was worn into at least the late 1870's. His jacket it a double breasted tunic, but does not have brass military buttons. Goodyear made 4 hole military buttons during the Civil War though I do not know if they continued to make them postwar.

It is too bad you cannot read the writing on the shirt pockets. It is clearest on the man in the second row to the right of the mascot. I played around with the image in Ulead, but the resolution is too low. The man leaning on the bat on the right looks like he has the YMCA logo on his shirt pocket, but that may also just be the angle as there does appear to be writing on the pocket.
