I have seen/heard of this before especially if there are duplicate cert #s out there
Usually occurs when a collector tries to register a cert number that is already registered and both collectors are claiming ownership of same card/cert number The collector who is trying to register calls PSA with a complaint about not being able to register cert and PSA in turn contacts the collector with the card already registered and asks both of them to send in card for verification/review
