Barrow managed the Toronto team from 1900 through 1902. In 1903 he was the manager of the Detroit Tigers, so you can date this image to 1902.

Just to further drive this home, this photo is in the Ed Barrow biography by Daniel R. Levitt and it's attributed to 1902.
