I am going to choose to believe him. Will be better off in the long run .... bottom line is that I now have to wait for another 38 Goudey DiMaggio that I like.

No biggie, just wanted to vent and appreciate the posts and advice

Very odd as it appears that same card sold for $3,050 just two months ago.

I agree this is most likely BS. If he claims to have already filed a police report ask to see it and the date it was filed. I dobut a seller who canceled a sale because he changed his mind or received a better offer would take the time to actually file a false police report. If he refuses I would post his ebay ID here and leave the negative.
