Rules that it seems all TPG's follow...when there is no conclusive evidence, label as the higher priced card. Another example of this would be Babe Ruth and his M101-4 and M101-5 cards...label as M101-5 because they were issued earlier, and thus will bring more money.

I believe it was when TPG's first came into existence about 25 years ago. SBC was a TPG affiliated with a dozen or so dealers. These dealers were authorized to accept cards for grading. It seemed like a HUGE conflict of interest to me because I believe these dealers were also owners of the TPG. Someone please correct me if I am wrong.
