#1 cards in some sets sell for more in high grade as the #1 cards tended to get the most wear way back when. Kids stored their sets in stacks, with the #1 card most commonly being on top and getting the most wear. The #1 cards usually aren't rarer than other cards, just rarer in high grade. A low grade version thus shouldn't get a premium-- just the high grade version.
