Isn't that the case anymore? " It sure doesn't seem that way. What's more, I've seen people with less than 50 total feedback that have 20 retracted bids in one year. Unlike some others, I did not really have a problem when ebay got rid of leaving buyer feedback. But that action should have backed that up with very strong and enforceable sanctions against non-paying bidders and chronic "bid retracters". It seems to me they have done the opposite and these kind of guys never go away. Often they end up screwing up auctions, whether you are involved buying or selling.
