'48 Leaf Premium

So, just doing my usual ebay searches and ran across the Grover Alexander Leaf Premium from 1948 and found it a little odd. I was never quite sure whether to list it as a Phillie or not. If you look at it, and feel free to correct me if I am wrong, but it has him in his Cubs uniform with a Phillies cap. It of course mentions nothing about the Phillies either on the pic. Strange.
