I have two IDs and I would say more often than not only one ID gets the offer.

I'm assuming you should see it in 5 minutes. You can only use it once per account but you can have all the items in your cart up to $100 in savings - so about $667 in purchases.

Let's say 3 or 4 items are purchased via OBO or added to the cart. With this coupon being a one-time use code, is it possible to save non-BINs to the cart and making a larger, one-time purchase of multiple items?

The most you can save is $15. So if something is say $200 You're only saving $15 on the first $100.

This is not true - You can save up to $100 (around $667 in purchases). So if you spend $100 you save $15 - if you spend $200 you save $30 - if you spend $667 you save $100 - if you spend $20,000 you save $100.
