How long do you wait for a card to ship?

So I bought a card on the 21st, paid for it as soon as the auction ended. Says on the auction that the card will ship with in 3 days of payment clearing.

I have yet to receive the card and emailed the seller a few days ago asking for a tracking number and have heard nothing back, followed up again yesterday and still nothing.

Am I allowed to be getting upset at this point? My gut says the seller didn't get what he wanted so he's now just not going to send the card and hoping I ask for a refund. Thoughts?
