Anybody have info on this Pirates scout from the 70s?

I have this 1971 Pirates World Champions barometer given to Pirates scout Ralph B. Davis. I can't seem to find any info on him. Anyone know anything about him? Also, any info on the barometer itself, we're they given to players, execs, etc. is appreciated. Thanks in advance.
