I've had the same problem. When I went to Windows 7 my old scanner was making a terrible moire pattern on all exhibit cards and another pattern on most post-war cards. Only real photos were scanning properly. It was the driver for the scanner. Go to HP's site and search for your scanner model. There may be a workaround or patch to download. In my case I had to download and install a Windows 7 driver for a different model scanner, which took care of the issues I was having. I use Microsoft's photo editing program to edit the images.
