I've never seen one of those.
But it looks to me like a promotional item for a microfiche viewer/scanner. Lots of companies did similar things to demonstrate what a device could do or how it worked for trade shows. (I went to a few school administration conventions with dad) Usually they didn't do baseball stuff, but there were lots of free things given out. I didn't find a school convention in LA in 1981, but since Garvey was coming off a pretty big year using him as the example might have made sense. There may have been a convention or trade show for microfiche etc users - Libraries or something but finding it will take more than my search skills. Steve B
