I would keep the Cobb out of a Basic Back set for two reasons. One is that there's significant disagreement whether it's truly part of the T206 set, as you mentioned. The second reason is that including it would make it impossible for nearly anyone to complete that set.
Am thrilled to hear that PSA is creating this set. Thanks for helping make that happen. --S
