mine are framed but i can help you a wee bit with measurements.
the pouch is full of tobacco and unopened and is 3 and six sixteenths by
4 and fourteen sixteenths.
the sweet cap is 1 and nine sixteenths by 2 and fourteen sixteenths.
yes, the pouch is quite a bit larger; you can see the ratio.
others may fill in the gaps.

As you surmised, Steve, and as Barry confirmed, the Polar Bear pack is indeed noticeably larger than the Honest Long Cut. The tax stamp/band is also larger, and longer, as you suggested.

I measured the packs roughly and found the Polar Bear to approximate 4 7/8" x 3 1/4" x 1 1/4". The HLC pictured below, approximates 4 1/4" x 2 5/8" x 1 1/8". Take a look below:

Leon- this is the only style Miner's Extra I have ever seen (and I have only seen 5 or 6 of them at that). However, dating the pack is particularly troublesome as the tax stamps do not bear dates or overprinting. I actually have two of them - the one pictured and one that is just a tad nicer. I bought them 10 years apart, and both are the same (ie, no definitive date).
