Sounds like you may be getting scammed but you never know. All buyers north of the border aren't bad apples though. Could you not just make it very clear in your listing that if the buyer is international that the shipping will be done with full tracking for both parties protection regardless of expense and that those costs will be passed along to the buyer?

Thanks for your response. Your advice is good and I will consider it. I have dealt with many buyers outside of the US and they all have been good except this one.
