I would say right around 1915. Victor was the supplier of the Federal Leagues for baseballs...those baseballs are highly sought after and very expensive. Your ball as it sits I would guess is a $300-$500 baseball.. on the higher side if you have the box.
Edited to add: the above is a bit ambiguous...your ball is NOT a Federal League baseball...those balls are identified as such. Almost all manufacturers put "_______ League" on their highest quality ball whether they were associated with a league or not.
