Can anyone tell me a player that only has one card and it's issue??

I thought of Lowdermilk before I read your next sentence. Of course, for the most part, if it's the player's only card, you have to take into account some sort of rarity factor, otherwise it would have been assigned to the land of commons. The Ramly Murnane is one exception.
