What reason is there for not suspending his license anyway? He has given ample reason to believe that whether he was drunk or not he is an immediate danger to the community if he is allowed to drive. It is really no different than if a gun owner shoots someone. It doesn't matter if he shot someone while committing a crime, by accident or in self defense. Until the reason is determined the gun is taken away. Same with a knife, a pipe, a knuckle duster, a broomstick, or a salami.
