Buying from unknown sellers

Contact the (2) people the seller in question made recent purchases from, NICELY explain the situation (because $75 seems like a big deal to you) and ask if Paypal was used for the purchase. If yes, then offer a Paypal (but also offer to pay the fees and maybe a little extra for motivation)...since you are saving $.39 and time. If he paid via Paypal, expect him to claim it is a Personal Account and be willing to send from an existing balance or bank account. If he did not pay via Paypal, you have likely (1) choice, to follow the listing contract or get into a standoff or exchanging negatives but you have no right. In my opinion, you decided to take the risk. I noticed he sold a BGS 9 Ozzie Smith for under $10. This is a $50 card...I think. One receives better deals when the situation is sketchy but it all evens out in the end. Good luck!
