I hate that as a buyer. I just refunded people some shipping money on auctions I had that recently closed. One got back $3 because I couldn't insure the package to Europe (when I thought I could) and another card got shipped where I accidentally sent it without the $50 postal insurance. Both were PayPal customers, so I could easily do a partial refund.
