Its rules are arbitrary and idiotic. I got burned on a deal where the seller sent me two fake OJ cards. Modern laser copies on cardboard with shellack. Paypal's response: you got something, so no protection. If the seller did not obtain proof of delivery, woe to the seller--paypal will steal the $$ from his bank account on the word of the buyer. If the seller can prove a package was delivered, however, paypal washes its hands of the matter, even if the package contains something totally different than what you bought. Any time I use paypal to buy an item worth more than a few bucks I use a credit card to pay. That way, if the item is bogus or misrepresented I can make a claim with the CC company instead.
