Terry Francona and Pedro

Although I was pulling for Boston I'm not necessarily a fan so I don't know what kind of moves Francona has made during the year but that was the strangest I've ever seen! Is Francona as dumb as he seems and just luck he fell into a $127 million team with talent or was this an isolated event?
