What is the safest way to ship expensive baseball cards?

I sent a card recently valued around $3000 or so, and the buyer claimed I sent him an empty box. Paypal took the money back, couldn't get insurance claim, and no card. Even sending insured, registered and everything else isn't safe if someone wants to scam you. Especially with Paypal.
