Not neccesarily true. If a grader dies young-- perhaps due to fall off a ladder or e-coli infection from a local Jack in the Box-- he may not have had the chance to perform the second in a series of 'occasional' misgrades. However, if you were assuming a normal life span, I agree with you one hundred percent.
