It's definitely a thing.
As part of the authenticity guarantee program, PSA checks out the slabs to make sure that they haven't been tampered with. The general concept it solid, to make sure that some goons aren't running around and cracking and re-sealing lesser cards into slabs, or just manufacturing their own slabs. Naturally, they took it way too far, and are fussing over scratches in the slabs, and using that as a reason to reject cards. There does appear to be one way around it, which is to note in the description (which few people read anyway) that the slab has some scratches.
