I believe the SGC changes pre-dated the graded card Authenticity Guarantee.
SGC was 7/6/2022, and the AG was instituted for graded cards on 5/2/2022. However, the AG for graded cards only confirms that the card is labeled properly and the holder is not compromised, not whether or not the grade is accurate. So I don't think AG led to SGC's changes at all.

I think the trimming scandal is the most likely reason they added the clarity to the Altered flips.

The dates you listed show the changes to SGC being after the AG for graded cards not before so they're the opposite of what you said in your first sentence.

Agreed; I went and looked it up while posting, however this still seems like two independent decisions being made.

My original response to this post was in reference to a raw card, not the PSA 2 that is now present when you click on the OP's link.
