They appear to be cutouts from some larger piece, don't they? Whatever that piece was, the quality would point to a professional job.
Whoever hand cut these did a respectable job, too. Look at me, an autograph guy, and I completely glossed over the fact that these have "signatures" on them. While obviously period, they're not authentic, JSYK. Apparently signed by the same person, too--compare the very unique formation of the "g" in both Appling and Scarborough.
