I thought in the 60s Topps was outside Philly in PA.

No, Topps was not. Bowman though was in Philadelphia and Topps continued to utilize Bowman's Philadelphia manufacturing facilities for a number of years after purchasing Bowman in early 1956. Topps didn't completely discontinue Bowman's Blony Bubble Gum brand until the 1970's.
Fleer was also in Philadelphia. And the Philadelphia Chewing Gum Corporation (Swell) was located in Havertown, a western suburb of Philadelphia. ![]()
