Joe Beggs was a close friend of Johnny Vander Meer.
Vander Meer famously lived on Leona Dr. in Tampa for many years.
He was simply writing a note to whoever the OP was that had apparently asked him who his closest friend was in baseball in a letter that he sent to Beggs.
He also had sent Beggs a photo for him to sign of himself.
Beggs gifted this Vandy photo to the OP.
