Listing details appear to be correct in all aspects - so that would not be the issue.

Most likely an issue with the slab or the wrong card was sent by accident.

You can contact eBay and see what the "authentication" notes say - they actually usually do keep records on issues with cards that fail the AG program. Or, you could ask the seller Just Collect and see what they know.
