There were several incarnations of ballparks named Washington Park in Brooklyn. There was also a Washington Park in Indianapolis (and one in LA but it was opened in 1911).
I tried interpreting the sign to mean "County: Washington" and "City: Park" but could not find a Park City that was in a Washington county.
