Not sure I follow what happened here.
They don't grade these?  No, that can't be it. They didn't pass it? Then it should be sent back to the seller, not sent to the buyer, per the rules of the program: "If the inspector cannot determine that the product is authentic, or if the product is not as described in the listing, the item will be returned to you and the buyer will receive their money back." I don't see anything that allows them to send it to the buyer and also refuse to honor the authenticity guarantee.
