As Mike pointed out.....
Easiest to see by the last "E" in Clemente - the 2 bottom arms of the "E" on the 68 go right to the edge of his jersey, the 67 you can see the white of his jersey past the 2 bottom arms of the "E".
PSA is certainly no expert when it comes to these, so what they would or wouldn't do is meaningless (though they did correctly label mine as a '68)- you asked to be shown the difference - you've been shown the difference
