Thanks - yeah, I don't think they were stickers.
And this seems to settle it - they were issued on large page-sized inserts, and the different sized panels seen on eBay are all cut down from those. Question answered!

I truly dislike how ebay grades the cut down panels. In my opinion, they should grade the individual card and entire panel and nothing in-between. It just gets confusing. It's not infinite, but just a lot of different ways to cut the panel. I guess if you do the registry then only one panel type counts. They do the same for the dell stamos and photostamps of the late 60s/early 70s and probably all stamp issues.
