I really enjoyed listening to jay and joe talk about the set. Jay has been helping my build my N172 collection for years and it was good to actually see his face and not his thumb that’s in all the pictures with the cards.

Mike--Great question! The quick answer is because we are saddled with Burdick's mistakes. It isn't even just that he should have subdivided the N172 set. The 1887 short number set contains both N171s and N172s. Calling Old Judges a "set" makes little more sense than calling Topps a set.
