In response to the title request for BEST pre-war card to buy AND one that is a FUN IDEA and not strictly an investment decision.......one that allows you to finally complete a set you've been trying to finish for years, or otherwise cross off your checklist a card you've been looking to get, or a particular player you've been looking to find a card of, for a long, long time. In other words, a card that makes YOU happy!

And absent, or maybe as an adjunct to that, one that is not in a mainstream, overly collected set. Seems everyone has Goudey or T206 cards. Maybe go for something in conjunction with the first part of my answer that is in a not so popular, highly collected set. Like maybe a 1921-30 Major League Die-Cut, a German Transfer, a Postaco or Rinkydink Stamp, a BF2 pennant, an M101-2 Sporting News Supplement, or something that not everyone else seems to have and collect so when you do go to show and share it with others, the initial response may be, "Oh wow, I've never seen one of those before!"
