If anyone knows who owns this specific card, it's probably Marty on the Vintage Nonsports Board, which you can get to using the hyperlinked thumbnail in the top right corner of this website.

A PSA 9 which was a 5 at one point, and trimmed to get better centering and addition of a counterfeit "rough cut" does not a MINT card make. It's an Altered card. PSA (and the other grading companies') incompetence should not make it valuable.
