I'm wondering if this 1963 Nassau County Boy Scouts of America Duke Snider (on my Mets) falls into this rarities category?

I checked the PSA pop report of the 1963 Nassau County BSA Snider, and there are only 12 total there, with, interestingly enough, the highest grade only being a 5. Wonder how many SGC has graded.

Does anyone know anything about these cards? With 5s being the top grade, you have to wonder how they were distributed, as clearly no one seems to have a high grade version.
