The foil comes in a roll with a backing and is pressed on with a heated die.
If the roll doesn't move properly, you can get cards with partial foil. If it doesn't move at all, the next sheet won't get foil. What's interesting is that the other foil looks like it's there. I wonder if they used multiple narrow strips? That would be a mess to set up, but cost less in the long run. That miss could have also been the roll running out, or being so misaligned that the die didn't touch it.
