 I grabbed cards 46-54 from my binder and found 6 were the size of this Gomez, 2 were the right size, and one was halfway between. It’s not a huge sample size but it does seem to confirm your notion that many of these cards were cut a little short.

Over the years I have handled several 100 1960 Fleer baseball to build my set, and yes, many (half?) cards were not properly cut rendering them short to some extent t/b (not trimmed). I have sold off "short" duplicates over the years and in their listings have simply noted that the cards were short t/b. No complaints from recipients, guessing many folks just expect short cards with this set.
