A couple ideas,
They missed getting the numbering. Unusual, but it could happen. File copies - Fleer had examples of a lot of cards, either as simple file copies, or as potential replacements for cards damaged in packing etc. Some of those have gotten into the hobby from when Fleer went out of business.
