Yes, the 4X6 top loaders are great for your described purposes.
Insofar as 3X5s are concerned, the top loaders that were designed for a snug fit just look far more slick and don't leave your index cards floating around loosely inside of them. Card Saver IV’s all the way. They can be tough to find sometimes, but they’re great and don’t take up as much space
